I think that they do not deny that God promised the land to Israel or that God fulfills his promises; this is clear from the Hebrew Bible, as you point out. I think that they contend that Israel is now in exile and can only return and re-establish a state upon the arrival of the messiah, when God fulfills his promise at the appointed time. Their position is controversial; there are religious Jews who agree with it and religious Jews who disagree.
