Best University for Astro Sciences?

If you want to be an astronomer, you'll need a PhD - and if you're going to get a PhD in astronomy, you're best off majoring in physics. Taking courses in astronomy is good, but physics (and math, and computer science) are essential for a PhD related to astronomy. The University of Toronto or Waterloo have excellent programs.
