What is the name of this x-files episode?

moulder discovers a man who abducted children who lives at this little roadside christmas village. he discovers that he has a large collection of vhs tapes each one devoted to the media coverage of another child that had been abducted. he also always left a note behind and at the end he always left the phrase "never shoot santa claus" or something along those lines.
