Prosperity under Clinton was because of Reagan and Bush?

Does anyone realize that when Clinton took office and this country prospered so well that it was because of the policies of Reagan and Bush that finally worked this country up to that greatness. And when Bush II took office he saw what Clinton policies were about to do to the country and tried to remedy this. What a president does in four or eight years won't effect main street for another eight to twelve years. Am I wrong?
